Georgia programs that pay family caregivers

Georgia pays family members through 4 Medicaid programs. Each has its own rules for who qualifies, who can be paid and what it pays.

Structured Family Caregiving (SFC)

Structured Family Caregiving is a service in Georgia's Elderly and Disabled Waiver Program (CCSP and SOURCE). It pays a live-in family caregiver a daily stipend, through an SFC provider agency, to care for an adult who needs a lot of help with daily activities. The agency's health coach supports the caregiver and reviews daily notes. Spouses and legal guardians cannot be the paid caregiver.

Elderly and Disabled Waiver Program (CCSP / SOURCE)

Georgia's Elderly and Disabled Waiver Program (EDWP) has two tracks, CCSP and SOURCE, that help older and disabled adults get care at home instead of a nursing home. Members can choose Consumer-Directed Personal Support Services to hire and supervise their own worker, or Structured Family Caregiving for a live-in relative. Spouses are not paid under either option.

NOW & COMP Waivers — Participant Direction

The NOW and COMP waivers, run by Georgia's Department of Behavioral Health and Developmental Disabilities (DBHDD), serve people with intellectual and developmental disabilities. With participant direction, the person or their representative hires their own staff. A family member who is not legally responsible can be paid with DBHDD approval; spouses, parents of minors and legal guardians cannot.

Georgia Pediatric Program (GAPP) — Legally Responsible Caregiver Option

GAPP covers in-home skilled nursing and personal care for medically fragile Georgia children under 21. Under an amendment to Georgia's Planning for Healthy Babies 1115 demonstration, parents and other legally responsible caregivers can be paid to provide the child's medically necessary personal care (not skilled nursing). Care goes through a Medicaid-approved GAPP agency with prior authorization.

States that border Georgia

Each state writes its own rules, and they differ more than people expect — a spouse who can be paid on one side of the line often cannot be on the other.
