Pennsylvania programs that pay family caregivers
Pennsylvania pays family members through 3 Medicaid programs. Each has its own rules for who qualifies, who can be paid and what it pays.
Who do you care for?
Community HealthChoices (CHC) — Participant-Directed Services
Community HealthChoices is Pennsylvania's managed long-term care program for adults 21 and older who need nursing-facility level of care or who have both Medicare and Medicaid. Members who choose participant-directed personal assistance services hire their own direct care worker, which can be an adult child or other relative, and Tempus Unlimited pays the worker as the statewide financial management services vendor.

How it works →Services My Way
Services My Way is the budget-authority model of participant direction inside Pennsylvania's Community HealthChoices. The participant gets an individual budget, sets each worker's wage within limits, and can buy approved goods and services. Relatives other than a spouse or guardian can be hired and paid through Tempus Unlimited.
$13–$19/hr
How it works →OBRA Waiver
The OBRA Waiver is a Pennsylvania home and community-based waiver run by the Office of Long-Term Living for adults with severe developmental physical disabilities that began before age 22. It covers participant-directed personal assistance, so the participant can hire a relative (not a spouse or guardian), with Public Partnerships LLC (PPL) as the fiscal/employer agent.

States that border Pennsylvania
Each state writes its own rules, and they differ more than people expect — a spouse who can be paid on one side of the line often cannot be on the other.
