Oregon programs that pay family caregivers
Oregon pays family members through 3 Medicaid programs. Each has its own rules for who qualifies, who can be paid and what it pays.
Who do you care for?
Independent Choices Program (ICP)
The Independent Choices Program gives an older adult or a person with a physical disability a monthly cash benefit, based on their care plan, to hire and pay their own helpers. Under the state's ICP overview, participants may hire family members, their spouse, neighbors or other workers, and they set the hourly wage themselves.
Set by participant (at least minimum wage)
How it works →Spousal Pay Program
Oregon's Spousal Pay Program lets a spouse be paid as the homecare worker for a husband or wife who has very high care needs. The spouse enrolls as a homecare worker and is paid the state homecare worker hourly rate for authorized hours. Each case is reviewed and approved by ODHS Central Office.
$21.25–$25.25/hr
How it works →Consumer-Employed Provider Program (Homecare Workers)
In Oregon's Consumer-Employed Provider program, the person who needs care chooses and directs a homecare worker, and the state pays that worker by the hour. Relatives, friends and neighbors can enroll as homecare workers through the Oregon Home Care Commission and be paid for authorized in-home hours.
$21.25–$25.25/hr

States that border Oregon
Each state writes its own rules, and they differ more than people expect — a spouse who can be paid on one side of the line often cannot be on the other.
