Kentucky programs that pay family caregivers
Kentucky pays family members through 3 Medicaid programs. Each has its own rules for who qualifies, who can be paid and what it pays.
Who do you care for?
Participant Directed Services (PDS)
Participant Directed Services is Kentucky's self-direction option across its Medicaid waivers (HCB, Michelle P., SCL and the two ABI waivers). The member hires, trains and schedules their own workers, who can be friends or relatives, and a financial management agency handles payroll. A support broker or case manager helps build the plan and budget.

How it works →Home and Community Based (HCB) Waiver
The HCB Waiver is a Kentucky Medicaid program for older adults and people with physical disabilities who need a nursing-facility level of care but want to live at home. It covers personal care, attendant care, homemaker, adult day health and more. Family members can be paid only through the PDS self-direction option, and immediate family, guardians and spouses need written approval from the state.

How it works →Michelle P. Waiver (MPW)
The Michelle P. Waiver is a Kentucky Medicaid waiver for children and adults with intellectual or developmental disabilities who can live at home. Through PDS, the member or family can hire friends, relatives, spouses or parents. Parents and spouses together are capped at 40 paid hours a week, and the yearly PDS budget is generally $40,000.

States that border Kentucky
Each state writes its own rules, and they differ more than people expect — a spouse who can be paid on one side of the line often cannot be on the other.
