Children's waivers (CCMC & IDD) in Alaska

Alaska's Children with Complex Medical Conditions (CCMC) and Intellectual and Developmental Disabilities (IDD) waivers pay for home and community services for children who would otherwise need hospital, nursing or ICF/IID care. CMS has approved legally responsible individuals, including parents of minors, to be paid for In-Home Supports (children) and Supported Living (adults), and SDS is allowing this while regulations are finished.

  • Meets Medicaid financial rules (Division of Public Assistance).
  • Needs cannot be met by regular Medicaid services alone.

parents can be paid for In-Home Supports (under 18) through a provider agency; CMS requires limits including 40 hours per week, which SDS says will take effect later.

Who employs the caregiver: Agency. Paid parents must be employed by a certified waiver provider agency.

Spouse rules differ by program — see spouse pay in Alaska.

How much CCMC & IDD pays

$24–$26/hr. Alaska does not publish a parent-caregiver wage. The provider agency that employs the parent sets pay from the waiver rate; aggregators report Alaska caregiver averages of about $24–$26/hour.

Hours and budget: A care coordinator builds a support plan approved by SDS. The IDD waiver has an annual cost limit adjusted for inflation.

Is there a waitlist?

IDD entry is through the Developmental Disabilities Registry; people are drawn by score as funding allows. The Individualized Supports Waiver has had a date-order waitlist since July 2023.

How to apply for CCMC & IDD

  4. Once approved, ask your care coordinator about a provider agency that will hire a parent for In-Home Supports.
